Building on the large scale usage of of efficient SmartPhones and Tablet computers with multi-touch displays, Health-Apps, i.e. health-related IT applications that can be obtained via Internet platforms, become quite common today. Health-Apps open up for new possibilities for mobile terminals in the health care system. Moreover, citizen find more and more Health-Apps tailored to their requirements. New application areas and markets for Health-Care IT develop at the same time. Completed by "smart Home" and assistance technologies we are witness to the evolution of a new citizen-oriented platform allowing for new dimensions in telehealth, telecare and also enable a new type of epidemiological research.
TELEMED 2012 aspires to enable a scientific discourse that compares the positive and negative consequences of Health-Apps. Questions to be discussed are e.g. : Which technical, organisational and regulatory frameworks are necessary for a successful and safe operation of personal Health-Care IT? What has to be taken into account in terms of software ergonomics and Usability? Which funding models exist? How do the security and data protection concepts have to be adapted in hospitals and doctor's practices? How to define the boundary between personal health tool and medical device regulated by the Medical Device Directive? How is the quality ensured to the Apps for the two categories? Alos this years TELEMED 2012 will tie together high-profile representatives from ministries and self-administration, e.g. on debates about recent legislation that mentions routine of telemedicine (Social Code V, Versorgungsstrukturgesetz).
